Board of Directors

The Board of Directors of Jubilee Jumpstart includes a high level of expertise in early childhood development and the operation of child development centers as well as deep and extensive experience in the Jubilee Housing community. Its members are:

Gail C. Arnall, Ph.D. - Executive Director of Offender Aid and Restoration, serving Arlington, Alexandria, and Falls Church,VA, formerly Board Member of Reading is Fundamental Distance Learning Network, President and sole owner of Phoebus Communications for 17 years, an educational technology consulting firm that implemented and managed nationwide distance learning networks, served on The Family Place Board in D.C. for 21 years.

Ann Barnet, MD - Professor of Neurology and Pediatrics,  Emeritus at George Washington University School of Medicine, Neurologist and EEG Evoked Response Laboratory Director (retired) at Children's Hospital of Washington, D.C., author, with Richard Barnet of The Youngest Minds: Parenting and Genes in the Development of Intellect and Emotion, Founder of The Family Place, a family support center for low-income expectant parents and families of young children.

Susan Bell - Vice Chair; LCSW, therapist in independent practice, religious education director and consultant. 

Joe Collier - Chair; Director Officeof Cooperative Programs, OSHA (retired), minister, advocate in the Children's Defense Fund's movement to Leave No Child Behind.

Charletta Cowling - parent and resident of Jubilee Housing, Jubilee Housing staff.

Nona Beth Cresswell - Montessori teacher, founder and director of Jubilee Children's House, a Montessori pre-school in Washington, D.C., Peace Corps education volunteer in the Republic of Kiribati, Central Pacific, pastoral assistant with the Church of the Saviour: liason with the Children's Defense Fund, Montessori teacher for 3-6 year old children at Henson Valley Montessori School, P.G. County, MD (2003-present).

Linda Eggbeer - Director of Professional Development at Zero to Three, experienced trainer of professionals working with young children.

Gilbert Hernandez - Vice President, Sales Director, DC East Region, PNC Bank.

Elizabeth Hersh, MSW, MD - psychiatrist and psychoanalyst, in private practice at Dupont Circle, licensed as a social worker before medical school, on the faculty of Georgetown University Medical Center, and Washington Psychoanalytic Center.

Gretchen McKnew - Secretary; LCSW, therapist in independent practice, founder of The Garden, a Jubilee childcare center (1989-2001).

Frank Moore - Treasurer; attorney, SmithBucklin, Washington representative for a national childcare providers association.

Janet Paduhovich - attorney, law practice for over 15 years, experience on two non-profit boards.

Leone Reeder - Chairman Emeritus, The National Fund for the United States Botanic Garden, Interior Designer and Color Consultant, on the Board of The Health Museum, former Board member of The Hospice at the Texas Medical Center, Houston Child Guidance Center, and St. Joseph's Hospital Foundation

Reginald Wilson, Ph.D. - Clinical & Educational Psychologist; Senior Scholar Emeritus, American Council on Education

Former Board Members

Claude Ford - Architect, Professor of Architecture, Coordinating Architect for the VanNess Campus, University Administrator and former Acting President of the University of the District of Columbia, active in the founding of FLOC (For Love of Children), and in the design of UDC Early Childhood Education Center.

Amparo Palacios - pastor, Director of Salvadoran Peace Office in U.S., family support worker at The Family Place in Washington D.C.
